Mrs. Phelan discussed many pages of known locations throughout the County which were Underground Railroad Stations.......check it out in the book. "The story of the road from slavery to Civil War as it affected the Southern Tier, is the subject of this book. The area covered includes communities from Westfield to Elmira. "And Why Not Every Man" gives accounts of slaves, escaped slaves and their passage north and identification of some of the station masters and conductors of the underground railroad in the Southern Tier.
